I quote, "The aquatic alien RipJaws is an extraordinary swimmer since he can breathe underwater and change his legs into a large tail with fins. He's remarkably fast and agile in the water and can fight with his claws or unhinge his powerful jaws to deliver a devastating bite."
He has two legs that can turn into a tail with fins, but he doesn't do so well on land. Not being able to walk as well and needing to keep his gills wet so he doesn't dehydrate, makes him better equipt for the water.
